DeKalb council to vote on final plans for Plaza DeKalb apartments, pending parking agreement

DeKALB – Finalized plans for the long-awaited apartment complex in downtown’s Plaza DeKalb building will be the topic of a vote during Monday’s city council meeting. According to the agenda, concept plans, not final plans, were approved as part of the original ordinance request in August 2017. Now, DeKalb developer Pappas Development, LLC has final plans up for approval for the four-story building at 203, 209, 223 and 229 E. Lincoln Highway with a street-level specialty, Mediterranean grocer and three-story, 21-unit apartment complex. City staff are recommending the plans be approved with one condition: a parking agreement for downtown residents, especially those who will live in the Plaza DeKalb apartments. The drafted agreement includes a parking fee, which will be paid by Pappas for downtown residents to park based on their lease. Part of a larger conversation, downtown parking concerns will be the topic of a public meeting 6 to 8 p.m. March 19 at the DeKalb Public Library.
